The Glen Waverley Civic Precinct is a landmark investment by Monash City Council, designed to redefine the suburb’s civic heart and support its growth as a key destination in Melbourne’s south-east. Positioned to leverage the upcoming Suburban Rail Loop, this vibrant community hub will deliver modern, future-ready facilities for residents, visitors, and council staff. The development replaces an aging library with a contemporary, diverse-use facility featuring a new civic hall and community events space for cultural activities and large public gatherings. Generous landscaped outdoor areas will encourage social connection, while consolidated council offices will streamline operations and eliminate reliance on leased accommodation. Fully supported by 117 on-site car parking spaces, this fully electric building targets a 5 Star Green Star rating, reflecting Monash Council’s commitment to environmental leadership, inclusivity, and long-term community value.

Our involvement began at the project’s inception, developing the initial building services and sustainability strategy prior to the architectural design competition. We then joined the winning team led by Lyons and have driven the design forward across a comprehensive suite of engineering disciplines, including Mechanical, Electrical, Fire Protection, Hydraulics, ICT, Specialist Lighting, Audio Visual, and Vertical Transportation. Through extensive stakeholder engagement and multiple user-group workshops, we helped establish a flexible design framework ensuring the precinct remains adaptable and fit-for-purpose for the next 30 years and beyond.

Building on a live site with infrastructure serving adjacent council facilities presented a significant continuity risk. To manage this, we established an early works pathway to identify and resolve critical service relocations well ahead of contractor engagement. Leveraging strong authority relationships and deep technical expertise, we provided clear approval pathways that mitigated client risk, reduced uncertainty, and safeguarded the project timeline.

To ensure a seamless, tender-ready design, we drove rigorous coordination with Lyons and the broader consultant team. By leading weekly multidisciplinary sessions backed by advanced BIM management and clash detection, we delivered a fully resolved, highly constructible design. This proactive approach maximized pricing accuracy, instilled strong programme confidence, and significantly de-risked project delivery.
